An indie role-playing game is an independent game , in the sense that the owner is the author. This has not yielded or sold its rights (partially or totally) to any company, company or publisher.
It does not matter if the game is a physical volume, or a PDF, or a file that is sold by email, or distributed free of charge by any means. The important thing is that the author is the owner of the rights of the same.
